The character breakfast is open to non-guests. I think you just need to pay extra for it.

The food at Enchanted Gardens at the Disneyland hotel and Chef Mickey’s at Disneyland Hollywood Hotel are of the same quality, except at Enchanted Garden, you have the added treat of the characters joining you for breakfast. Crystal Jade serves pretty good dimsum and mains. Try their fried rice with crab meat and the roast suckling pig!
