How to renew your Philippine passport in 30 minutes


UPDATE (July 20, 2010): This post was written on September 14, 2009 for a renewal of a machine readable passport. There are several Pinoy blogs that recount their experiences with passport renewal that are more recent and more relevant given the changes with the process. I suggest you read the Pinay Travel Junkie’s guide to E-passport renewal, which was written on June 28, 2010.

UPDATE (March 4, 2010): The DFA has stopped issuing machine readable passports. All passport renewals are now for e-passports or the biometric passport. Please refer to Earl‘s guide to Phillippine E-passport renewal for details.

I just got back from the Department of Foreign Affairs office an hour ago. I have been out of the house since 6:30am, an ungodly hour for anyone working nights, just so I can be there in time for my 8:00am appointment. The entire process was quick, and I was out of the building by 8:30am.

So how was I able do this?

First, I made an online appointment through the DFA’s website. This is the most important step if you don’t want to wait for hours at the DFA. Notice that there are two choices: one for the recently introduced biometric passport and one is for the machine readable passport. If you are not traveling within the next 10 weeks, you’re okay to make an appointment for the biometric passport. If you are traveling within the next 10 weeks, I suggest you apply for the machine readable passport. [Edit March 3, 2010: It seems that the DFA is not issuing Machine Readable Passports anymore. If you are renewing your passport, you will be getting the new biometric e-passport]

The reason behind this is that the DFA will only process 100 biometric passport applications per day, and this 100 is only for those who made an appointment online. When I tried to make an appointment last week, the earliest date that they can schedule me is October 14, which would not work for me, since I’ll be going out of the country again before then. So I went back to the DFA website and made an appointment for the machine readable passport. I got into the September 14 slot, at 8:00am to 9:00am.

It is important to be at the DFA office within the time that has been allotted to you, else they will not let you inside. By the way, when going to the DFA, ignore all the touts loitering out in the streets, and even near the gates of the DFA. Ignore, ignore, IGNORE. You don’t need any of their services, as DFA has everything inside their compound, even a photo booth.

Before I go on, here are the things you need to bring with you when you go to the DFA to renew your passport:

  • The print out of your DFA appointment confirmation. The guards will not let you in if you do not have this.
  • Your old passport. If your passport is still the old brown passport issued prior to May 1, 1995, you need to bring supporting documents that shows your complete middle name.
  • Photocopies of your passport pages. Copies of the inside front and back cover, the amendments page, and the latest departure and arrival stamps are needed.
  • At least four passport-sized photos. Two photos will have to be attached to the form, while a third photo will be submitted to the officer at the last step.
  • A completed passport application form. This can be downloaded from here. You need Adobe Acrobat Reader installed to open the file. Be sure to print the form in a legal sized-paper (8x13inches). The DFA will not accept it some parts of the form are missing or distorted. If you have no access to a printer, you can just get a form at the basketball court right across the DFA gates.
  • Ballpen. Either black or blue. No pinks, reds or greens, please.
  • Adhesive. Glue or paste or double sided tape, whatever’s your fancy. This is for attaching your photos to the form.
  • Wet tissue. For cleaning up your thumbs after affixing your thumbmark. You’d need to do this twice.

Steps in renewing your Philippine passport at the DFA:

  1. From the entrance, proceed to Gate 2 for passport renewal. If you do not have the application form yet, go to the basketball court and pick up an application form from the Information booth (right across the entrance). Complete the form, attach your photos and stamp it with your thumbmark.
  2. After completing the form, go out of the court and head to Gate 2. This is the gate for passport renewals. Since you made an appointment online, you can line up at windows 1 through 4. You will need to present your documents here for checking, and confirmation of your appointment. If you want to expedite the processing of your passport (normal processing takes 14 working days, express processing takes 7 working days), tell the officer here.
  3. Once your old passport has been invalidated and your documents verified, you must then go to the auditorium to pay the passport renewal fee.
  4. After paying, you must line up again for the final step. The officer will encode your details to the computer, and you will be asked to verify the information. After verifying, you will be asked for another passport photo, to sign another document and to affix your thumbmark once more.
  5. That’s it.

You would need to go back to the DFA office once more to pick up your passport. But if you don’t have the time or don’t want the hassle of going back just to pick up your passport, you can authorize the courier to deliver it to your doorstep instead. If you want to take this option, go back to the basketball court and take your pick among the three courier services all vying for your business. Both LBC and Air21 charge Php100 pesos for deliveries, while 2Go charges Php99. All the courier services take 1 day to deliver. This means if your passport is released on September 22, it will be delivered to you by September 23.

Not that wasn’t so bad, was it? Since a personal appearance is required for ALL passport applications, there really isn’t much need to have your passport renewed through an agency or Pilipinas Teleserv. There are also plenty of signs at the DFA office, so you can’t lose your way from one step to the next (unless you’re Ryoga Hibiki).

By the way, in the appointment confirmation notice that I received from the DFA for the biometric passport, they said, “your picture will be taken by the ePassport processor so we suggest that you wear a decent attire with collar at the date of your application.” So does that mean there’s no need to bring a passport photo? I tried calling the DFA office, but I can’t get through (and I stupidly forgot to ask while I was there earlier, doh). UPDATE (November 10, 2009): Turns out you do not need to bring a passport photo when you apply for a biometric or an e-passport, since they will be taking your photo at the DFA. This mean you have to be wearing proper attire when you go. Earl has a comprehensive guide on how to renew your Philippine passport to an e-passport in his blog. I suggest you visit it, as he noted that there are differences in renewing to a machine readable passport and renewing to a biometric passport.

What is an e-passport? What is biometrics?

The answer comes from the DFA website:

An ePassport is a passport which features microchip technology. An integrated circuit (chip) within its pages contains the data that are essential in verifying the identity of the passport holder. These data include the personal data found on the data page of the passport, the biometrics of the passport holder, the unique chip identification number, and a digital signature to verify the authenticity of the data stored on the chip.

The chip technology allows the information stored in an ePassport to be read by special chip readers at a close distance.

Biometrics are the unique and measurable physical characteristics of an individual that include face recognition, fingerprints, and iris scans.

The Philippine Electronic Passport (or Philippine ePassport) uses the digital image of the passport photograph that can be used with face recognition technology to verify the identity of the passport holder.

It captures the fingerprints of the passport holder, for identification using the Automated Fingerprint Verification System (AFIS).

How true is it that they will no longer honor the old green passports even if you still have up to 2012 to use it?

Previously issued passports (MRP and non-MRP) are valid until their expiry. It is a good practice to make sure your passport is valid at least six months before intended date of travel to avoid any inconvenience.

    teeyah: The green is the old old passport, replaced by the maroon machine-readable passport in 2007. The new biometric passport is also maroon, I think :)

    Mr Whattaworld: I think sa DFA Manila palang available yung biometric passport. Di ba you’re coming home naman sa December? Pa-schedule ka na sa DFA, para maka-apply ka when you come home :) The biometric passport contains a chip that contains your biometric data (unique and measurable physical characteristics of an individual that include face recognition, fingerprints, and iris scans)

    I tried to schedule an appointment online before going to DFA couple of weeks ago but the site is down so i ended up waisting my time in DFA for 8 hours.. I just got my passport two days ago.. its the maroon one but not the biometrics enabled version..

    I didn’t know you can also make an appointment through the DFA website! a few months ago, some of my family members renewed their passports. I had them processed via passport.com.ph (by PilipinasTeleservInc).

    Let me share our experience, for those who have a bit more time to apply or renew their passports:
    1. apply online passport.com.ph
    2. after filling up the application form online you can see the available schedules (for pickup and personal appearance) and change the date if you’re not available. the estimated delivery date will also be shown.
    they’re pretty quick. i entered a sample application, and the pick up date for an app submitted today is sept 22, and the personal appearance is sept24.
    3. on the pick up date (pick up time cannot be specified so you have to look out for the messenger), the messenger will collect all your photos, expired passport and will ask you to sign and affix your thumbmarks on the application form. Php1,300 fee will be given to the messenger, and they give the receipt.
    4. on the personal appearance date, bring your receipt. enter the DFA entrance along Libertad St. then proceed to the Pilipinas Teleserv area. Their staff will assist you and bring you directly to the personal appearance area.

    On the day my family had to make the personal appearance, i waited for them at Jollibee. i ordered and had taken only a few bites of my food when they got back from the DFA. the whole process took only 10mins or so.

    btw i just checked and it seems they’re still accepting applications for the machine readable passports. siguro until the DFA can accommodate more than 100 e-passport apps per day, yun lang muna hahandle nila.

    Great info, Nina. Still, I wonder why they seem so flippin’ strict about renewing passports? Now, what if you didn’t do the passport renewal online? What’s the average wait there? I know in the U.S., it’s not too bad; I had to mail my Filipino passport off to the designated embassy for the area I was in (Colorado at the time), pay a fee, and they sent it back within a week or so. It was actually pretty painless. LOL . Hopefully, they continue to improve passport services in the Philippines and maybe it’ll be even faster in the future! :)

    hi! would like to thank nina and earl for the valuable info given in renewing your passport. i had my dfa appointment last march 29 at the new dfa consular office in aseana area (bradco cor macapagal ave). i am sharing with you some things to consider.

    1. if you dont have a preferred date, you may go online for the appointment. but if you do have a preferred date, go to their hotline (also published on their website) and wait for someone to take your call. i had to wait for about +/- an hour. call agent will ask for passport details and some personal details including if you want your passport picked up or delivered plus the preferred delivery location.

    2. be sure to follow the advice given by earl and nina – print your appointment confirmation and/or reference number given by the call agent and show this to the guard at gate 1.

    3. once you showed your appointment details you will be asked to proceed to a main table near the gate. dfa personnel will look for your pre-printed application form (yes no need for you to fill out a new one), just ensure that the details are correct before signing it.

    4. now comes the processing and waiting part…patience is a virtue? yes! my appointment was at 1pm, came in at 1230nn, lo and behold, there were about 100++ people waiting/sitting in line! they had about 24 counters to serve you with about 3 closed since it was lunch time but the serving was ok. however when i got there they were serving number 2086 and my number was 2350 (hehehe i said patience right?) they had special lanes for senior citizens and for minor (8y/o and below).

    5. after processing, proceed to the 2/f for payment and get another number (wait again) for your picture to be taken. all of this just took me less than 30 minutes. then another 10 minutes to line up for the delivery service, which now costs P120. they have your delivery details, which was asked when you called them, read back to you. better have them delivered than lining up again and waiting for your number if you preferred to pick up your passport. i think they still have a problem with the passport releasing system.

    Yes, as long as it’s enough to accommodate the visa stamps from the countries you will be visiting. If you will be gone for a long time and will be visiting several countries, it’s best to get extra pages or a new passport altogether.

    Hi. I need to renew my passport as soon as possible because I have a scheduled flight to Korea next month. I scheduled an appointment with DFA this afternoon but the earliest schedule I got is on May 20. Is there a way to get a passport without making an appointment with the DFA? Are walk-in applicants no longer accommodated int he DFA office? Thanks in advance :)

    hi nina! i just read ur reply to anne…my case is somewaht similar to hers…i have only about 7 pages left and i was so worried ’cause i need to go to bora from bangkok next month…i need to be back in bangkok on the 25th of May and i think i don’t have time to renew my passport..i’ll go to phnom penh from bangkok..so is it really okay as long as there are enough pages for the stamps? i will stay in phnom penh for three months..

    Hi Nina, Earl here. Long time no hear. Guess what? I’ve been getting comments and a few complaints and email from various bloggers. They shared that it wasn’t as efficient as I said (when in fact, I stated that it could be a factor of seasonality). Haha.

    I suggest that you update your entry “again” (just like what I did), haha. First, Inquirer.Net reported that the processing of e-passport has now doubled compared before. Second, there were several differences between today and during the time I got my E-Passport. I shared some of the noticeable differences, though I hope to make it more comprehensive once my Mom gets her E-Passport (I made an online appointment for her). Check out my updated entry.

    hi, thought i would share my experience with dfa. i had booked flights for my whole family to hk this june, including my 3 year old daughter who doesn’t have a passport yet. i thought that getting a passport for her would be a breeze — much like the experience of yam above (#13 comment). i had experienced that kind of similar hassle-free renewal and application before, so i wasn’t so worried. little did i know that dfa had already completey changed their passport application/renewal systems as of march 2010. imagine my complete shock when i called the hotline 7371000 and they told me they would no longer help me in applying for my daughter’s passport, but that they would simply make an appointment for me to go to dfa. and get this, i called april 16 and the earliest available date to go to dfa was june 8, the day of our flight out!!! i decided to just make ‘sugod’ at dfa as a walk-in applicant and try my luck, kung makalusot sa pila. well, to make a long story short, for those of you out there who are thinking of making a walk-in appearance for new/renewed passports, forget it. the officers and supervisors are all SUUUUUPER strict, as in, they’re made of stone!!! i even showed them our flight booking and pleaded to death and pulled off every acting trick in the book. all i got was a scolding why i had to make the flight booking without first applying for her passport. i’m telling you, those guys were MEAN!! and FIERCE!! i could have made cartwheels and feigned epilepsy, they wouldn’t have budged. you have no choice but to make an appointment before you go or they will just send you home. i feel this is kind of harsh and rigid, like what if i had gotten into an accident and couldn’t leave the house for months, and then suddenly i have to go abroad for an emergency, diba? at least with the old system before, you could call the hotline anytime and have your passport renewed in as fast as 2-3 weeks. ang problema pa, when you try to make an appointment, the available dates are absurd!! i mean, the earliest available date this april is already in june, two months away? what is that???

    take bus going to baclaran/mia/tramo. tell the kunduktor that you need to go to DFA passport. go off almost infront of baclaran church. DFA is at the back of SR hypermarket (macapagal avenue)

    My daughter is a petitioned U.S. resident, but we applied for her re-entry on purpose of studies here in the Philippines (since it’s cheaper). Each year her re-entry has to be renewed and need to say her presence with the INS in U.S. is mandatory, last week as scheduled for flight to U.S. a PAL Crew assigned for checking told her the Phil. Passport of her has expired and need to be renewed so she could fly to U.S. and since it’s Epassport now we try to get her an appointment thru internet with DFA but their latest scheduled appointment is on August. We need an emergency renewal of her passport but short of time since 2nd week of June is already the opening of the schools. One could not go direct to DFA without first going thru internet appointment schedule . . please advise . .

    para naman sa hindi rush try nyo nalang po ang online appointment system. http://www.passport.com.ph nandyan narin po kung ano mga requirements na kailangan nyo. masmadali pa yan dahil ora mismo makukuha nyo na ang appointment ref. number nyo. ang problema lang aug. 12 na ang available slot dyan para sa pag paprocess ng passport nyo.

    hi, just yesterday i was in the DFA libertad, I have a problem due to my passport was damaged and i need to have a new one, I was tempted to pay the services offered to me at the entrance gate, as youve called them ” TOUTS” due to I am in a hurry and i thought they can help me so Ive accepted their offer so, they made an affidavit of Mutation, Ive paid them 250 pesos, again ive paid them 200pesos,for the appointment schedule coz they need to be online by doing so,but only error occured when they entered my name for the appointment schedule its about 5times theyve tried…and so they called the DFA hotline and they told me that I was scheduled on August 16, 2010 and the DFA incharge told them to download the form for the appointment, then they asked me for a passport picture taken also at their studio and Ive paid for 150pesos for 6pcs of passport size picture, Lastly theyve adviced me to go to the new DFA building at the macapagal ave. but when I went there the front desk officer at gate 2 told me that my appointment schedule is on August 16, 2010 so I have to come back at the said appointment schedule, even Ive told them and showed them my visa and flight schedule on June 6, 2010, they didnt mind me as per their basis is thru appointment…so i left the building worriedly that two months and a half waiting for my appointment schedule will I think terminate me for my recent job in Benghazi Libya N. Africa…so I need your immediate answer if theres still another way “you know” to resolve my problem

    hello po.. ask ko lng po sir/maam kung may certain agency po n pdeng tumulong pra s mga gustong mg renew ng passport s loob ng 10days..? kc po ang nakuha kong appointment ay s aug. pa.. ska po sir/maam, sori po kung it myt sound rude.. but i dont mean it dat way.. mganda po ung naisip n online appointment pr u dont nid n to wait longer at pumila ng mahaba.. pero po prang mas mraming inconvenience pg ang ggwin ay SUPER RUSH.. ang gsto ng mga kumukuha ng passport.. ang pinaka maagang pdeng appointment ay aug. e kung ung tulad ng dati pa po.. 1week lng at nagavail ka ng RUSH passport e wla ng prob. sana po matulungan nyo po kaming iparating ito s mga kinauukulan.. maraming salamat po at God Bless sa inyong office..

    hi everyone. sorry dont rely on anyone to get you an appointment. you really have to make that appointment. i got mine by following the steps given here. though i tried to ask “mac” to get in touch with me for a friend who also needed a new one asap. alas, he did not contact us. lesson, better to really check on your documents once in a while to know if this is still valid.

    People, alam nyo nagpapa-renew ako ng passport and I tried the online appointment nung June. Guess what::::: the earliest appointment you can get is SEPTEMBER 2010.

    Anong klaseng serbisyo ang ginawa ng DFA sa bayang Pilipino? Papano ang mga OFW na kelangang umalis ng bansa agad para maghanap buhay para sa kanilang pamilya.

    Katulad ko po na umaasa lamang sa maliit na sweldo kong nakukuha abroad. Ngayon po ba, kelangan kong magtiis kasama ng aking pamilya, na magutom sa loob ng TATLONG BUWAN mahigit, dahil sa lintek na online appointment na yan???

    Hello kuya, I have an appointment tomorrow. But there’s one page of my passport that I haven’t photocopied yet. Meron po bang xerox machines sa paligid ng building? My appointment is at 8am. Actually yung cover lang po ng passport ko yung di ko napaphotocopy, (hehe) strict po ba ang DFA dun? Pero pages 1,2,3 and immigration stamps okay na naman po.
