How to renew your Philippine passport in 30 minutes

UPDATE (May 6, 2011): The Department of Foreign affairs issued an advisory dated May 4, 2011:

The DFA will extend up to one year the validity of the current expiring passports of applicants who have urgent travel. The extension will be free of charge while the applicants are waiting for the release of their new electronic passports (ePassports).

Overseas Filipino workers (OFWs) and applicants who need their passports on emergency circumstances (e.g., medical concerns, death in the immediate family) are advised to go to the Passport Director’s Office, for assistance. The Passport Director’s Office is located at the ground floor of the DFA-OCA at the Aseana Business Park along Macapagal Avenue.

The DFA advises the public to file for their passport applications at least 12 weeks before their intended date of travel.

UPDATE (July 20, 2010): This post was written on September 14, 2009 for a renewal of a machine readable passport. There are several Pinoy blogs that recount their experiences with passport renewal that are more recent and more relevant given the changes with the process. I suggest you read the Pinay Travel Junkie’s guide to E-passport renewal, which was written on June 28, 2010.

UPDATE (March 4, 2010): The DFA has stopped issuing machine readable passports. All passport renewals are now for e-passports or the biometric passport. Please refer to Earl‘s guide to Phillippine E-passport renewal for details.

I just got back from the Department of Foreign Affairs office an hour ago. I have been out of the house since 6:30am, an ungodly hour for anyone working nights, just so I can be there in time for my 8:00am appointment. The entire process was quick, and I was out of the building by 8:30am.

So how was I able do this?

First, I made an online appointment through the DFA’s website. This is the most important step if you don’t want to wait for hours at the DFA. Notice that there are two choices: one for the recently introduced biometric passport and one is for the machine readable passport. If you are not traveling within the next 10 weeks, you’re okay to make an appointment for the biometric passport. If you are traveling within the next 10 weeks, I suggest you apply for the machine readable passport. [Edit March 3, 2010: It seems that the DFA is not issuing Machine Readable Passports anymore. If you are renewing your passport, you will be getting the new biometric e-passport]

The reason behind this is that the DFA will only process 100 biometric passport applications per day, and this 100 is only for those who made an appointment online. When I tried to make an appointment last week, the earliest date that they can schedule me is October 14, which would not work for me, since I’ll be going out of the country again before then. So I went back to the DFA website and made an appointment for the machine readable passport. I got into the September 14 slot, at 8:00am to 9:00am.

It is important to be at the DFA office within the time that has been allotted to you, else they will not let you inside. By the way, when going to the DFA, ignore all the touts loitering out in the streets, and even near the gates of the DFA. Ignore, ignore, IGNORE. You don’t need any of their services, as DFA has everything inside their compound, even a photo booth.

Before I go on, here are the things you need to bring with you when you go to the DFA to renew your passport:

  • The print out of your DFA appointment confirmation. The guards will not let you in if you do not have this.
  • Your old passport. If your passport is still the old brown passport issued prior to May 1, 1995, you need to bring supporting documents that shows your complete middle name.
  • Photocopies of your passport pages. Copies of the inside front and back cover, the amendments page, and the latest departure and arrival stamps are needed.
  • At least four passport-sized photos. Two photos will have to be attached to the form, while a third photo will be submitted to the officer at the last step.
  • A completed passport application form. This can be downloaded from here. You need Adobe Acrobat Reader installed to open the file. Be sure to print the form in a legal sized-paper (8x13inches). The DFA will not accept it some parts of the form are missing or distorted. If you have no access to a printer, you can just get a form at the basketball court right across the DFA gates.
  • Ballpen. Either black or blue. No pinks, reds or greens, please.
  • Adhesive. Glue or paste or double sided tape, whatever’s your fancy. This is for attaching your photos to the form.
  • Wet tissue. For cleaning up your thumbs after affixing your thumbmark. You’d need to do this twice.

Steps in renewing your Philippine passport at the DFA:

  1. From the entrance, proceed to Gate 2 for passport renewal. If you do not have the application form yet, go to the basketball court and pick up an application form from the Information booth (right across the entrance). Complete the form, attach your photos and stamp it with your thumbmark.
  2. After completing the form, go out of the court and head to Gate 2. This is the gate for passport renewals. Since you made an appointment online, you can line up at windows 1 through 4. You will need to present your documents here for checking, and confirmation of your appointment. If you want to expedite the processing of your passport (normal processing takes 14 working days, express processing takes 7 working days), tell the officer here.
  3. Once your old passport has been invalidated and your documents verified, you must then go to the auditorium to pay the passport renewal fee.
  4. After paying, you must line up again for the final step. The officer will encode your details to the computer, and you will be asked to verify the information. After verifying, you will be asked for another passport photo, to sign another document and to affix your thumbmark once more.
  5. That’s it.

You would need to go back to the DFA office once more to pick up your passport. But if you don’t have the time or don’t want the hassle of going back just to pick up your passport, you can authorize the courier to deliver it to your doorstep instead. If you want to take this option, go back to the basketball court and take your pick among the three courier services all vying for your business. Both LBC and Air21 charge Php100 pesos for deliveries, while 2Go charges Php99. All the courier services take 1 day to deliver. This means if your passport is released on September 22, it will be delivered to you by September 23.

Not that wasn’t so bad, was it? Since a personal appearance is required for ALL passport applications, there really isn’t much need to have your passport renewed through an agency or Pilipinas Teleserv. There are also plenty of signs at the DFA office, so you can’t lose your way from one step to the next (unless you’re Ryoga Hibiki).

By the way, in the appointment confirmation notice that I received from the DFA for the biometric passport, they said, “your picture will be taken by the ePassport processor so we suggest that you wear a decent attire with collar at the date of your application.” So does that mean there’s no need to bring a passport photo? I tried calling the DFA office, but I can’t get through (and I stupidly forgot to ask while I was there earlier, doh). UPDATE (November 10, 2009): Turns out you do not need to bring a passport photo when you apply for a biometric or an e-passport, since they will be taking your photo at the DFA. This mean you have to be wearing proper attire when you go. Earl has a comprehensive guide on how to renew your Philippine passport to an e-passport in his blog. I suggest you visit it, as he noted that there are differences in renewing to a machine readable passport and renewing to a biometric passport.

What is an e-passport? What is biometrics?

The answer comes from the DFA website:

An ePassport is a passport which features microchip technology. An integrated circuit (chip) within its pages contains the data that are essential in verifying the identity of the passport holder. These data include the personal data found on the data page of the passport, the biometrics of the passport holder, the unique chip identification number, and a digital signature to verify the authenticity of the data stored on the chip.

The chip technology allows the information stored in an ePassport to be read by special chip readers at a close distance.

Biometrics are the unique and measurable physical characteristics of an individual that include face recognition, fingerprints, and iris scans.

The Philippine Electronic Passport (or Philippine ePassport) uses the digital image of the passport photograph that can be used with face recognition technology to verify the identity of the passport holder.

It captures the fingerprints of the passport holder, for identification using the Automated Fingerprint Verification System (AFIS).

How true is it that they will no longer honor the old green passports even if you still have up to 2012 to use it?

Previously issued passports (MRP and non-MRP) are valid until their expiry. It is a good practice to make sure your passport is valid at least six months before intended date of travel to avoid any inconvenience.

    Regarding passport validity. I have a green passport which expires on November 07, 2010. We have a business trip in HongKong from October 20-23 2010. The Hongkong Trade Fair.     Hi. I will travel to Singapore this coming Nov. 18 to 22, 2010 for our concert tour and I already got my plane ticket but my passport will expire on January 2011. I tried to renew my passport by setting an appointment to DFA but the schedule given to me for appearance alone is Nov. 23, 2010. Can I still you use my old passport instead then renew it when I get back or is there a way where I can renew my passport ASAP in less than a month. Please advice I’m so desperate.

    Hi Michael,

    One of the tips I got from a reader is to keep refreshing the appointment page until you get an earlier date (several people have already sworn by it).

    Another way is to head to a DFA regional office (like Batangas). There are less people renewing their passports in the provinces. Best to call ahead to clarify. Regional office addresses and telephone numbers are available at the DFA website.

    You’re required to have at LEAST 6 months of validity in your passport when you travel, otherwise, they won’t let you check in for your flight. Or even if you were allowed, they might not let you get past immigration in Singapore. Best to renew before you go.

    I’m planning to visit a relative in Hongkong in March 12,2011 but my passport then would have 5 months validity.
    i want to buy a promo ticket within this week. Can i buy a ticket with my current passport number? I am sure that in March i can have a new passport. is there any problem if my plane ticket with my old passport number wouldn’t match to the new one (passport numnber) that i’ll be receiving? i’ll be glad to read your suggestion or advice.

      It’s okay even if the passport numbers don’t match, as long as your name in the ticket and passport does. It’s more important that you renew your passport as soon as possible. If you still feel uneasy, call the airline and tell them the new passport number, so they can mark it in their records.

    To those who are desperate just because their passport has less than 6 months of validity and they don’t have enough time to have their passports renewed because they’ll be traveling soon, THERE’S A SIMPLE SOLUTION TO THAT. Do not panic, just go to the DFA office of consular affairs and tell them that your passport has less than 6 months of validity and you’ll be traveling soon. The DFA then would have your passport stamped with a special note saying that it’s validity is extended for a couple of months. So relax, searching through google is also a big help. ๐Ÿ˜‰

        This was my experience in September 2009. There might have been changes now. Some says it’s the same, while some says it takes longer. If you need the passport ASAP, best to go to Batangas as some have said the earliest appointment you can get online is 3-4 weeks from the date of request.

        hi nina! =) FYI, i just got back from batangas. they also have appointments now. they do not accept walk ins. appointments are given 5 days from when you got your forms.. it started lang daw last week.. so i think every dfa branch is doing the appointment thing which TOTALLY SUCKS!

        Ah, probably because everybody’s going there to renew their passport (since it’s one of the closest DFA regional offices from Manila). If you’re really in a rush, you can either: appeal to have your passport renewed ASAP (provide documents that you are traveling soon) or get an extension in your passport. I think Anton of Our Awesome Planet will be blogging about it.

    I have renew my passport already last feb 8 on a regular filling. the date they gave me for releasing/ pick-up is march 8. my question is: if I applied for regular filling, can I still change it to RUSH filling? ‘coz It might be too hectic (or worst,late)to file for a schengen visa. pls advice what to do. and another question : if they give you date for pick-up, is it a sure date? no more delay? thanks for your help.       The dates they give you is the date of the actual release of the passport. Not sure if you can have it expedited after submitting your application. You can try calling DFA and appeal for faster processing.

    If you’re going to process your passport, better use an agency. I just processed mine today and went through the whole process. It took me half-day!!! I shouldn’t have believed this post in the first place. I considered paying an agency but reading this post made me think that it’s so easy. I wasted a lot of time there. The agency could have shortened it for just my appearance and not went through the long queue (maybe around 500 people before me). Their appointment system does not work. It’s just done to control the number of people filing per day. If you’re appointment is at 2:30, it doesn’t mean you’ll be entertained at 2:30. My piece of advice, if you’re a busy person and you have extra money to pay for an agency, do so.

    I just want to follow-up my application in renewing my philippine passport dated March 7, 2011. kasi it’s now April 7, 2011 and yet, i still don’t have any reply. I am a seaman and i just arrived Last February 13, 2011. At that time, i still don’t know the new system in renewing the philippine passport and i made my trip to Butuan for a week and return here in manila last March 1, 2011. My company need my new passport by April 20, 2011 to complete my travel documents as a seaman and to get a line up on April 28, 2011. I am starting to get panic now and felt nervous because i still don’t have any reply from my online application last Month.. I hope you can help to speed up my applications in renewing my philippine passport within this Month of April. So that i can have my line up this April 28, 2011.

    Hi! what are the requirements for a lost passport? I lost mine and my daughter (15 yrs old) because I misplaced it and cannot be found anymore. We will be travelling first week of July to HK,my agent is asking for the latest Nso,Baptismal Certificates, Comelec Registration Certificate ( I was able to vote during the national election last year but prior to that and after that I wasn’t able to vote coz I wasn’t feeling well).Please advise as I am getting anxious now knowing the DFA here in Cebu said it will take a longer time to process passports as of this time.Thank you.

    hi, just want to ask if I can still use my expired passport while waiting for the delay of collection of my new passport here on Phil. Embassy Singapore.       Imee, once you have submitted your passport for renewal, your old passport is automatically voided. You cannot travel until you have a new passport issued. Best to inquire at the embassy for the best course of action for your situation.

      It’s not advisable to travel if your passport has less than 6 months validity. Best to renew your passport in Canada ASAP if you’re traveling in June.

        oh my, i believed i have no choice but to renew here. just an hrs ago, 1 of my friend says that he knew a lot pf pinoys going back to philippines even there passport are expired already but in my case i dont want to take that risk. in any event, i am thanking you so much for responding. thanks ms. nina…may God bless u always.

    I’d like to ask if you know whether you can renew your passport even if the expiry is 8 months from now and not 6 months? or do you have to wait for it to be 6 months from expiration before you renew?

      You can renew it even if it’s more than 6 months before expiry. It’s better to do it early since there’s a long wait for an appointment at the DFA

    hi! im planning to go to dubai next month (june) and my passport will expire on the 25th of october. I can’t get earlier schedule for the appointment no matter how i refresh the page.
    im thinking would it be possible to renew it in regional office? like in tugeugarao?.. im using the green one ..

    please help

      Yes, you can have it renewed at the DFA regional offices. But to be sure if you need an appointment or not, best to call the office you intend to visit prior to going. You can also have your passport extended for one year if you have to travel soon.

    nagaplay ako ng extension ng aking passport na nagxpire ng march 11,2011 sa washington dc.at valid ang stamp until 2013,tanong ko lang ko lang kung kailangan pa na magrenew ako ng passport?alis ako ng june 9 nxt month.tnx po

      Hi Ronilo, the extension means you can use your current passport until 2013. You can renew it anytime from now until before 6 months before its new expiry date.

    Hi there! I have passport application inquiries and I found your site upon searching for someone (haha) to ask.

    I am a new applicant and I would just like to know how long the data encoding and image capturing takes at DFA? I am scheduled on a Tuesday at 8am and the bad thing is that I have to go to work by 1pm. Do you think it will take more than 4 hours just to finish everything at DFA? There are no more slots on Saturdays and I can’t afford to absent myself from work. Please reply. ^_____^

      Hi Eileen, sorry but I don’t know how long it would take for first time applicants because I only renew my passport now. When I accompanied my sister to get her passport for the first time, it was back in 2005 pa and the system then was much different than the system now, so it might be longer (took us about an hour before). Best to read the process at the DFA website and see if you need to make an appointment still.

    hi gud am, ive been trying to find out how to go about changing my name and status sa DFA, but seems cant find the answers, my pasport is not yet expired, will expire mar2012, I got married and wanted to change the name on it and status, I need it ASAP because I need to travel this june.. I was given by my boss til jun13 to have it updated, what would be the best thing to do?.. as well as requirements… tnx so much

      I think you will still be able to travel even if your passport reflects your maiden name. Just bring your marriage certificate to be sure. However, since it’s expeiring next year, it’s best that you renew your passport as soon as you get back from your trip. Best to contact DFA to inquire.

      You must renew your passport as soon as possible. You cannot travel if it has less than six month’s validity.
